After decoding a message from a terrorist, the FBI discovers that the Miss United States Beauty Pageant is the next target. Task force leader Eric Matthews (Bratt) decides the only plan of action is to have someone on the inside, and tomboy agent Gracie Hart (Bullock) is the only agent in the New York field office that looks good in a swimsuit. Pageant expert Victor Melling (Caine) is given the impossible task of turning Hart from ragamuffin to beauty queen in just 48 hours.

This is a decidingly average comedy, only managing to raise the odd smile now and again. Sandra Bullock is again very watchable, as she always is, but her supporting cast is seriously underused. Michael Caine seems to cruise through his role on autopilot and William Shatner shines as the old lurch and compare Stan Fields but is despairingly underused. This is a shame as with this cast and a better script, the movie could have had potential.
